Start-up notification - private traders

In colloquial Finnish, private traders are often called “toiminimi", “tmi", or “yksityisliike". On the Finnish Tax Administration website, they are also called self-employed, and “liikkeenharjoittaja" or “ammatinharjoittaja" in Finnish.

When you start working as a private trader, you must file a start-up notification with the PRH Trade Register if

  • you operate in permanent premises, such as a room separate from your home
  • you employ people other than your immediate family members (your spouse, or your child/grandchild who is a minor)
  • you want to protect the name of your business, and maintain the rights to the name, or
  • you operate in a licensed trade.

There is a handling fee for registering a start-up at the PRH Trade Register. An online notification is cheaper than a paper notification (service available in Finnish and in Swedish):

  • Online start-up notification: 60 euros
  • Start-up notification, using paper forms: 110 euros

If you are registering your company with the registers at the Finnish Tax Administration only, file your start-up notification using our paper forms. Filing notifications with the Finnish Tax Administration is free of charge.

Business ID

When you submit your start-up notification online, you will get a Business ID after signing the notification and paying the Trade Register handling fee.

If you submit your start-up notification on a paper form, you will get a Business ID within a couple of days after filing the notification.

Your business also gets entered into the VAT Register, Prepayment Register, and the Employer Register of the Finnish Tax Administration, which normally takes three weeks.

File your notification with the Trade Register and the Finnish Tax Administration online

If you are registering your company with both the Trade Register and the registers at the Finnish Tax Administration online, you file two separate notifications online. First you fill in your start-up notification with the Trade Register online. Then you register with the Finnish Tax Administration by filing a notification of changes online.

You can file your notification online if

  • you are at least 18 years old
  • you have a Finnish personal identity code
  • you have your own personal internet banking codes or mobile certificate or an electronic identity card (HST card).

Please note that the online service is only available in Finnish and in Swedish.

When you have received your Business ID, you may file a notification of changes online to ask for registrations in the Tax Administration's VAT register, prepayment register and the register of employers and submit your other details as necessary. In addition, tax prepayments on income will be required of business taxpayers. You can request a calculation of prepayments. Start-up notification using our paper forms

Fill in form Y3 in Finnish or in Swedish if you file a start-up notification using our paper forms. Fill also in the personal data form required by the PRH Trade Register.

Save the form to your computer to be able to fill it in. Fill in the forms on your computer, then print them at A4 size, and send them to the address given on the form.

When you file your notification to the PRH Trade Register on a paper form, you must pay the handling fee in advance. Enclose the receipt with the notification. See the payment instructions on the PRH website.

In addition to private traders, agricultural and forestry traders also register their start-ups using form Y3. Agricultural traders include independent entrepreneurs engaged in agriculture and forestry, two spouses conducting the business together, or estates of deceased persons. Forestry traders include private persons, two spouses together, or estates of deceased persons that own forest land.

If you already have a Business ID, in other words you have run a business previously, or you for instance want to notify a company only registered at the Finnish Tax Administration to the Trade Register, file a notification of changes in Finnish or in Swedish using form Y6 and the personal data form instead of using a start-up notification. Give your previous Business ID on the form. Write all the details on form Y6 that you want to report about your company to the Trader Register, such as name and line of business.
