Start-up notification - foreign businesses

You must register with the Tax Administration

To be able to start a business in Finland, foreign businesses, organizations, and traders must file a start-up notification with the Tax Administration. If you are only carrying out a single assignment in Finland, you may - instead of registration - apply for a tax-at-source card at any tax office. Read more on the Tax Administration website.

It is not yet possible for foreign businesses to file their start-up notifications online.

If your business is a limited company, co-operative, savings bank, foundation, association, or other organization, use form Y1 + appendix form 6204 of the Tax Administration (Description of business conducted in Finland)

If your business is a general partnership, limited partnership, or tax consortium, use form Y2 + appendix form 6204 of the Tax Administration.

If you are a private (self-employed) trader, use form Y3 + appendix form 6206 of the Tax Administration.

Branches of foreign traders must also register, for a fee, with the Finnish Trade Register

Branch of a foreign trader means an entity of a foreign business or foundation that is continuously operating from a permanent place of business in Finland in the name of or on behalf of the foreign business or foundation.

Before starting your branch in Finland, you must file a start-up notification, which is handled by both the Finnish Trade Register and the Tax Administration. Use form Y1 and appendix forms 3 and 6204. It is not yet possible to file your notification online.

As the notification is handled by the Trade Register, there is a handling fee of 380 euros. It must be paid in advance. See the payment instructions.
