What is the BIS?

The Business Information System (BIS) is an information system jointly maintained by the National Board of Patents and Registration of Finland and the Finnish Tax Administration.
The system enables businesses and organisations to report their information in one single notification to both authorities.

The BIS includes businesses and organisations entered in the

  • Trade Register
  • Register of Foundations
  • VAT register
  • Prepayment Register
  • Employer Register or
  • the Client Register of the Tax Administration.

The BIS also contains businesses and organisations that have filed a start-up notification, but have not yet been entered in the registers mentioned above.


All businesses and organisations that are included in the BIS are given a Business Identity Code (Business ID).


A non-profit association has a Business ID if it has been reported, besides to the Register of Associations, either to the Trade Register or to an above-mentioned register maintained by the Tax Administration. In addition, an association registered at the Register of Associations might have applied for a Business ID for other reasons by using form Y1. Please note that notifications to the Register of Associations cannot be submitted through the BIS.

Address changes through the BIS Service

In the BIS Service, businesses and organizations can change their address and contact details online with the National Board of Patents and Registration and the Tax Administration. The service is free of charge.

You can use your bank identifiers or the electronic identity card (HST card).
